Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.
Program Overview: The Strengthening Community through Integrated Programming(SCIP) project is a $47.6 million, five-year USIAD Cooperative Agreement in Nampula Province of Mozambique. The project integrates health, HIV/AIDS, water/sanitation, and agriculture components to contribute to the overall objective of strengthening communities. The SCIP project’s objectives are to strengthen and sustain facility health services, facilitate and promote community health and hygiene behaviors, enhance livelihood capacity, and improve multi-use water for health and wealth.
Position Purpose : Director of Monitoring & Evaluation has primary responsibility for the design and implementation of the project’s monitoring and evaluation plan and data collection system to measure overall project performance against established goals and objectives. The Director of M&E also ensures that SCIP leadership has sufficient data and knows how to use the data for decision making and performance improvement. In addition, the M&E Director will coordinate the preparation of quarterly reports for USAID. S/he will design operational research studies and implement M&E activities that highlight best practices and approaches for reaching populations of interest for the project. He/She will supervise all M&E related staff.
Key Responsibilities
- Develops and implements a project monitoring and evaluation system according to Pathfinder M&E standards.
- Consults with USAID and other stakeholders to set up a transparent, reliable and valid M&E system that can easily be tracked and verified.
- Ensures that the M&E system is a cost-effective, results-orientated system that will provide USAID and the program with necessary information to assess the progress, effectiveness and outcome of activities.
- Coordinates with the headquarters M&E team.
- Collaborates with partners to develop individual and M&E Team work and training plans as appropriate.
- Develops or adapts tools for data collection and design and implement project surveys and other data collection tasks.
- Designs or adapts project/country performance monitoring database to report national and global indicator and performance indicator data quarterly to project managers, Country Representatives, and to Pathfinder headquarters.
- Oversees implementation of the project’s baseline and end-of-project surveys.
- Documents project achievements against targets using monitoring data and works with project staff to document the factors behind gaps and over achievements.
- Institutes regular use of performance monitoring data among project managers, Country Offices, and other relevant Pathfinder staff.
- Identifies best practices and state-of-the art approaches to the program activities and evaluates them.
- Plans for and selects qualified consultants and critically assesses consultant reports and other deliverables.
- Disseminates information on SCIP and SCIP evaluations through written reports, conference presentations and publications, and assists project staff to do so.
- Uses data to document systematically and consistently extra achievements, success stories and best practices.
- Supervises country M&E team members to:
- Manages production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.
- Ensures that all data are up to date and ready for immediate use.
- Reviews quarterly reports prior to submission to donors and headquarters.
- Assists project technical staff with preparation of reports as appropriate.
- Provides technical assistance to program teams and partner organizations
- Provides technical support to strengthening M&E systems at provincial and district health directorate.
- Provides overall guidance and manages all the M&E related efforts, communicating as needed with headquarters M&E and other staff.
- Provides and/or supports M&E training for Pathfinder staff and partners as appropriate.
- Builds capacity of Pathfinder staff, especially project staff, on the use of data for decision making and performance improvement.
- Develops M&E plans for proposals for future projects and/or reviews project proposals from the M&E perspective.
- Supervises the M&E coordinator, research assistant and MIS officer.
- Undertakes other assignments as may be assigned by the Chief of Party.
Basic Requirements:
- An advanced degree in demography, statistics, social sciences or related field.
- At least five years of progressively responsible experience in monitoring and evaluating health/development projects; specific M&E experience with reproductive health/family planning, child survival and/or related areas strongly preferred.
- Proven leadership and management skills; a proven track record coordinating a project team and/or consultants in M&E activity implementation and reporting.
- Experience monitoring, evaluating, and reporting on USAID funded projects.
- Knowledge of special challenges faced in developing world in the areas of reproductive health/family planning, child survival, HIV/AIDS and quality assurance.
- Demonstrated ability to work effectively with various constituencies including Pathfinder headquarters, USAID, and local partners.
- Strong analytical and problem-solving skills.
- Proven ability to work independently and with attention to detail.
- Strong knowledge and understanding of USAID reporting requirements.
- Experienced user of software packages, including ACCESS, Word, Excel, PowerPoint, and at least one statistical software package (SPSS, STATA, SAS or similar).
- Excellent verbal and written communication skills in both English and Portuguese.
- Must understand and speak Portuguese.
