VMM is a faith based organisation who recruit, train, place and support volunteers on two year placements with Partner Organisations in Africa and Asia.  VMM works with people and communities regardless of religion, politics or social status. For more information go to www.vmm.ie

Please note due to funding restrictions only EU passport holders can be considered for the Camara Long-Term volunteer programme.  As part of the recruitment process Camara require candidates to attend interviews and training weeks/weekends in Dublin and other parts of Ireland.  Candidates will be required to cover the cost of their own travel and accommodation.

Country Program Managers (4 to 7 positions)


Job Purpose: This is a General Manager role with the main purpose of getting systems and procedures in place for running the Camara 'Social Enterprise' model. They will work along side and help train existing local CEOs or look to recruit and train new CEOs.

Reporting to: Head of Camara Africa.
Location: Hub Countries (Kenya, Lesotho, Uganda, Rwanda, Zambia, Ethiopia, Tanzania)

Main duties & Key Responsibilities:

Leadership:

· Fully understand and communicate to the Hubs the Camara vision and mission, how our operations work and why they work that way
· Understand the expectations of Camara Ireland for the hub countries

Country Programme Management:

· Assist in managing the hub countries operations through; making sure all relevant reporting and operational structures are in place, i.e. accounting systems, contracts, policies and procedures
· Organizing the workshop in close accordance with the Camara franchise manual, while still adjusting to local requirements
· Understand the key positions in the hubs and give clarification to their roles and our expectations of their roles
· Liase with the head of African HQ and the hub CEO to develop sustainability strategies and look for new ways to expand in the marketplace
· Become aware of other actors in the community that could work with/fund/promote Camara and inform Africa HQ
· Set up of Camara organisational and country specific policies and procedures in consultation with Camara Africa HQ
· Ensure that support systems are in place and functioning in accordance with best practice in order to ensure transparency and accountability to programme participants, donors, government, and other relevant stakeholders.
· Train up local people to take over the role responsibilities upon completion of the placement.

Representation and Networking:

· To represent Camara in the job country and maintain coordination and networking relationships with the government, donors and other national and international development actors in the country.

Person Specification:

   Essential

· Third level education in a relevant discipline or appropriate field.
· Proven experience of programme development, management and participatory planning and methodologies.
· Good communication and interpersonal skills and the ability to represent Camara
· Proven networking skills
· Ability to organize and plan effectively
· Strong leadership skills and ability to manage change effectively.
· Strong team building and networking skills
· Delegation, time management and prioritising skills and coping with broad range of demands.
· Ability and willingness to work as part of a multi-cultural team.
· Dynamic and willing to us own initiative to complete assigned tasks.
· Excellent written and spoken English language skills including report writing skills.
· Good security management skills.

   Desirable

    * Additional training or qualification in development issues or technical areas such as, strategic programme development and management, organisational/institutional development or community development.
    * Experience working with partners
    * 2 years (overseas) experience in similar or related senior management position – including programme implementation, HR and financial management in an NGO environment.
