Purpose/Objective:
The Capital & Liquidity Stress Testing Manager is responsible for the development, enhancement, execution, and documentation of the Company’s capital & liquidity planning process including the stress testing program and the development of the annual capital & liquidity plans. This position is expected to work closely with members of finance & risk management in the process of developing, challenging, validating, and documenting credit loss, operational loss, and PPNR models. The position is expected to work closely with members of risk management to execute & enhance the Bank’s capital and liquidity stress testing processes, including developing and implementing methodologies, governance, controls, and procedures.
 
Dependent upon the individual’s experience, the Capital & Liquidity Stress Testing Manager may also be a contributor to other functions of the Bank, including:
  • Interest Rate Risk Management
  • Profitability & Strategic Analytics
  • Budgeting and Forecasting
  • Mergers & Acquisition Analysis
Responsibilities include monitoring capital and liquidity levels and requirements of the Company and subsidiaries and assessing the impact of balance sheet and earnings activities on the Company’s level of capital adequacy. Perform capital ratio attribution analysis considering regulatory and management capital limits and thresholds. Maintenance of accurate and on-going forecasts that integrates multi-departmental inputs, assumptions and projections into the Company’s enterprise-wide risk monitoring systems. Calculate the impact of overall ALM and liquidity analysis on capital planning and stress testing process.

Responsible for creating and applying liquidity and capital stress testing analytics and methodologies within the guidelines and expectations of State and Federal regulatory agencies.

Key Accountabilities:
  • Coordinate the development of the Bank’s stress testing program. 
    • As part of the Bank’s Stress Testing Committee, develop program framework consistent with the Bank’s unique exposures, activities, and risks that is consistent with strategic, liquidity, and capital plans.  Develop written policies and procedures to document program goals, objectives and operating processes.
    • The individual will develop stress testing calendars and liaise with functions across the organization in order to ensure timely receipt of stress testing deliverables, document processes and procedures involved in regular stress testing, interact on a regular basis with other areas regarding scenario development and deliverables, analyze stress test results and complete required templates and reporting.  
    • Work with senior management in the development of policy and procedures to guide liquidity and capital planning actions under potentially severe adverse economic conditions.
    • Work with other areas of the Bank to ensure that the data being collected and utilized in the stress testing program is sufficient and accurate.  20%
  • Coordinate the execution of the Bank’s stress testing programs. The individual will be responsible for the consolidation and reporting of stress test results.
    • Oversee the development process. Work closely with members of risk management to ensure models comply with the Bank’s model risk management program and are validated, as necessary.
    • The results of stress scenarios need to be well understood and documented – specifically including the validation of all incorporated assumptions.
    • Coordinate with risk management and treasury to ensure consistency of modeling assumptions and results with Bank’s capital plan.
    • Assist in development and completion of reports regarding stress test methodologies and results to Management, Board and Regulators.
    • Compose narratives regarding the stress test process and results for final approval by Management and Board of Directors.
    • Coordinate and ensure the timely remediation of any regulatory recommendations for improvement.
    • Develop and execute ad hoc stress tests as requested by Senior Management or the Stress Testing Committee. 20%
  • Work with Senior Management to incorporate the results of the Bank’s stress testing programs into other areas of the bank including capital management, budgeting, underwriting, accounting, profitability analysis, for example.  20%
  • Develop the Bank’s annual Liquidity & Capital plans and work with other members of finance to develop efficient execution strategies.  Prepare presentations for Management and the Board of Directors regarding the plans, projections, and strategies. 30%
  • Effectively communicate Berkshire Bank’s liquidity & capital planning and stress testing philosophies and results with regulatory officials.    10%
  • Ensures compliance with all banking laws, rules, regulations, and prescribed policies/practices/procedures necessary to reduce risk and uphold ethical standards related to and required by one’s duties.
Education:
  • Bachelor in Business, Finance, Mathematics, Economics or other related field of study.
  • Master degree preferred.
Experience:
  • 8+  years’ experience in financial services industry in risk management or finance
  • Preferred 5+ working with regulators
  • Preferred experience with DFAST, CCAR, and/or liquidity management.
Skills & Knowledge:
  • An understanding of banking and credit risk, key risk drivers.
  • Familiarity with risk management concepts and principals.
  • Understanding of financial markets, interest rates and potential impact of current economic activities and political events thereon.
  • Experience with balance sheet and P&L development and stress testing.
  • Demonstrated ability for problem solving, independent work and attention to detail.
  • Excellent written and verbal communication skills including the ability to effectively communicate and collaborate with the various teams (e.g. risk, finance, analytics, technology).
  • Ability to facilitate discussions and conduct group meetings
  • Solid analytical skills.
