Central Bank of Ireland serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy.
We are inviting applications from suitably qualified individuals to join the Regulatory Decisions Panel which is a panel established by the Minister for Finance pursuant to the Central Bank Act 1942 (as amended). Once appointed to the panel by the Minister for Finance, members of this panel may be selected by us as impartial decision-makers to cases managed by the Central Bank’s Regulatory Decisions Unit. The Regulatory Decisions Unit will provide administrative and/or legal support to appointed decision makers.
The Central Bank operates an assertive and intrusive, risk-based approach to supervision, which is supported by our full supervisory toolkit including enforcement action. Appointed decision-makers will play a key role in delivering on the Central Bank’s safeguarding outcomes through making important decisions on cases referred to them.
What Decisions will the Regulatory Decisions Panel be Responsible For?
Members of the Regulatory Decisions Panel may be appointed to make decisions in the following regulatory regimes operated by the Central Bank:- Administrative Sanctions Procedure inquiries held pursuant to Part IIIC of the Central Bank 1942 Act
- Decisions pursuant to an assessor regime incorporated in certain financial services legislation
- Decisions to issue or confirm a suspension notice or to impose a prohibition under Part 3 of the Central Bank Reform Act 2010 (as amended)
These decision-making processes are an essential part of the Central Bank’s enforcement strategy and may be heard in public.
Please note that panel members will not be remunerated unless they are appointed as a decision-maker on a case i.e. there are no retainer fees payable. The rates of remuneration and expenses payable upon appointment as a decision-maker to a case are set out in the Application Guide.
Eligibility Requirements & Assessment Criteria
We invite applications from suitably qualified individuals for the position of Legal Chair.
Mandatory Eligibility Requirements
Applicants for this position must have:- A minimum of 15 years’ cumulative post-qualification experience as a practising solicitor, barrister or member of the judiciary.
- Significant experience in at least one and preferably more than one of the following areas:
- Administrative & regulatory law
- Financial services law
- Complex litigation
- Experience of chairing or sitting on tribunals, committees, or similar decision-making bodies, or experience as a sitting judge.
Assessment Criteria
All applicants who meet the mandatory Eligibility Requirements will be assessed on the following skills, experience and core competencies: - A demonstrated ability to proactively manage a decision- making process in a balanced, fair and time efficient manner.
- A demonstrated ability to work effectively and collaboratively as part of a team and capacity to encourage open and constructive discussions with integrity and in a professional and ethical manner.
- An ability to reach objective, proportionate and reasoned decisions.
- Strong analytical skills, with an ability to interpret large volumes of complex information quickly and accurately.
- Strong IT skills with familiarity of using document management systems.
- An ability to write clearly and concisely.
Interviews for these positions are likely to be held at the end of November 2026 at the Central Bank’s premises in Dublin City Centre. Please note that only those applicants who meet all of the mandatory Eligibility Requirements will be eligible to be called for interview. If the number of applications is such that it would not be practical to interview everyone, the Central Bank may shortlist a number of applicants to be called for interview.
Appointment Process and Contract
The application and interview process is conducted by the Central Bank, following which a list of proposed panel members will be provided to the Minister for Finance for approval and appointment to the panel.
Appointment to the panel does not guarantee selection for appointment as a decision-maker to a case. Appointment to the panel will be for an initial period of four years but may be extended by up to a further four years by agreement. If a panel member is appointed as a decision-maker, the time commitment required will depend on the case to which the panel member is appointed. We particularly welcome applications from people with flexible availability. Applicants do not need to be resident in Ireland to apply but they do need to be eligible to work in Ireland or the EEA.
Applicants who are selected for appointment as decision-makers will do so under a contract for services with flexible working arrangements and not as an employee of the Central Bank. The panel will also include Central Bank employees and may be supplemented with additional internal or external members from time to time as required.
Please note that the Central Bank reserves the right to deduct payroll taxes from payments made to certain service providers in accordance with relevant tax law, albeit that a contract for services exists between the parties. The contract will not give rise to an employment relationship between the Central Bank and the service provider.
