We currently have a vacancy for Director Capital Markets & Funds on a contract of indefinite duration in Regulation & Supervision. This role is aligned with the Bank Director grade and Director salary scale. New entrants will commence on Point 1 of the relevant salary scale; in this case the starting salary will be €216,841. The Director Capital Markets & Funds is a significant leadership role and is critical to ensuring effective supervision of the Capital Markets & Funds sector in line with our mission and mandate while representing the Central Bank’s supervisory agenda at a national and international level. The role holder will also be a member of the Central Bank’s Senior Leadership Team that has responsibility for development and execution of the strategy of the Bank and leading their Directorate through a value led culture.
You will have a unique opportunity to lead and oversee the supervision of the funds sector, investment firms retail intermediaries and securities & markets, driving integrated supervision of the sector and individual firms to deliver the Bank’s four safeguarding outcomes: protection of consumer & investor interests, safety & soundness of firms, integrity of the system and financial stability. The successful candidate will demonstrate the capability to become a trusted and leading authority within the stakeholder community, fostering strong relationships and delivering impactful outcomes.
Responsibilities:- Strategic Leadership & Vision: Working in partnership with horizontal regulatory policy and supervisory areas, lead the development and implementation of the vision and strategy for risk-based, outcomes-focused supervision of the capital markets and funds sector in an integrated way across our four safeguarding outcomes. .
- Regulatory Implementation: Oversee the implementation of supervision of new domestic and European legislation relating to capital markets and funds activity and ensure effective and efficient regulation of the sector
- Team Leadership & Culture: Lead and coach direct reports to ensure a high-performing, well-motivated and developed team. Promote a culture of continuous improvement by identifying and acting on opportunities to enhance the effectiveness and efficiency of the Directorate and the overall Bank, including staff development.
- Stakeholder & External Relations: Represent and communicate the Central Bank’s position across a wide range of domestic and international fora relevant to the sector. Manage complex public and private sector stakeholder relationships. Play a leadership role in supervisory convergence at EU level, particularly through European Securities Markets Authority (ESMA).
- Policy & Financial Stability: Lead the directorate's contribution of supervisory expertise and insights to regulatory policy and financial stability work nationally and internationally.
- Act as an advisor to the Central Bank Commission, Governor, Deputy Governor and colleagues on capital markets and funds supervision matters.
- Senior Leadership: Contribute, as a Senior Leader in the Central Bank, to being a cohesive and collaborative member of the Senior Leadership team, including participating in the development and implementation of the strategy of the Bank. Be a role model for the Central Bank’s values.
Requirements:- Extensive understanding of international capital markets and funds sector, including the interaction between various market participants and the interests of investors, issuers and other users of securities markets.
- Comprehensive understanding of both the domestic and European regulatory and supervisory environment as it pertains to capital markets and funds, and strong supervisory, industry or regulatory experience (experience of a combination of these would be particularly desirable).
- Good knowledge of relevant legislation, including all associated domestic legislation and domestic, EU and international policy as it pertains to securities markets and their supervision.
- Proven track record of leading and coaching senior leaders and professionals, developing high-performing teams, and building organisational capability through talent development. Capacity to manage and motivate a diverse team and oversee a complex functional portfolio, with a focus on performance, continuous improvement and high-quality output
- Experience of leading, working effectively across and influencing within large complex organisations and broader stakeholder systems.
- Excellent communication and influencing abilities, with demonstrated capacity to operate at board level, translate technical concepts for non-technical audiences and represent the organisation strongly at external forums.
- Strong strategic planning and financial management capability.
- Master’s degree in finance and/or Economics discipline associated with Financial Services and Markets or equivalent professional experience
