Role Requirement 1
Business Delivery
Ensure that an agreed project plan is in place to conduct a review of the existing SICAP programme.
Provide supports and advice on good practice for Social Inclusion Programmes.
Provide supports and advice in consultation with internal and external stakeholders on public procurement queries.
Ensure appropriate management is in place of deliverables assigned to the directorate in relation to Programme design for SICAP.
To monitor delivery of deliverables and to report to senior management on progress and on issues arising.
To examine and develop new and alternative approaches to programme delivery, as opportunities arise.
To review the allocation of resources to their agreed services and to report on any resource mis-allocation, in particular to identify any under or over resourcing;
To oversee the quality agenda for the programme(s) and projects that you are responsible for; setting and driving the quality priorities for the programmes in collaboration with the programme teams.
Role Requirement 2
External Relationship Management
Act as the primary point of contact for the Department on SICAP Programme design matters. Ensure effective, efficient, reliable interface with funders by Pobal.
Coordinate, and where appropriate provide, Pobal’s effective representation and participation at relevant funder sponsored platforms. Identify external networking opportunities to support new business development.
Maintain a solid understanding of the nature and status of a funder’s interests in Pobal.
Reliably represent the funder’s position and interests within Pobal, paying particular attention to service continuity, consistency and quality on their behalf.
Ensure Pobal presents with appropriate expertise.
Develop and maintain a strategic attitude and understanding of developments related to the funder.
Maintain an up-to-date understanding of Pobal’s positions and interests in respect of pertinent social inclusion thematic, programmatic and policy areas and issues.
Answer questions from stakeholders, government departments and the general public.
Effectively communicate with diverse audiences on Pobal programmes.
Represent Pobal on any potential relevant national representative groups/networks whereby a nominee is sought.
Role Requirement 3
Business Development
Ability to quickly understand and synthesise complex ideas and strategies and present these as simple narratives.
Ensure that new business opportunities/ substantial revisions to existing services are considered from a strategic perspective but in the context of the capacity of the organisation.
Manage distinct projects assigned using appropriate project management methodologies and tools.
Ensure that key conclusions and agreements are formally documented and stored, and revised as appropriate.
Be responsible for the establishment and management of various contract types between Pobal and the relevant government department or public body.
Role Requirement 4
Cross Company engagement and Flexibility
Build and maintain effective working relationships with colleagues in Pobal working on the same thematic areas and provide support where required and agreed.
Attend and contribute to Executive Committee meetings on occasion where the agenda is relevant to your thematic areas.
The team takes an integrated approach to work sharing responsibilities depending on individuals’ competencies and interests. Any other duties within the general requirement of this job description which may be required from time to time include carrying out some Programme Design duties if required.
Required Experience
Essential:
Knowledge of the set of social inclusion and social enterprise programmes focused on supports to disadvantaged communities and groups.
Knowledge and expertise in Procurement models applied to social inclusion programmes.
Knowledge of social innovation and social value concepts.
Proven ability to juggle multiple account & project management projects at a time, while maintaining sharp attention to detail.
Demonstrable ability to communicate, present and influence key stakeholders at all levels of an organization, including senior executive/ CEO/ CFO/ COO level.
Good negotiation and project management skills.
Excellent written and verbal communication ships.
Proven track record of meeting or exceeding quotas and receiving positive customer feedback.
Evidence of the production of high quality reports and written materials.
Proficient in use of MS packages e.g. Word, Excel, Outlook, Project, PowerPoint; SharePoint, Microsoft Teams and other applications and portals.
Desirable:
A proven ability to work with Government departments and with project delivery agents.
Qualifications
Relevant third level qualification to Level 7 (Degree level) or higher on the National Framework of Qualifications, or equivalent is required, in particular in the social science or economics field.
