Meet the Team:
We are improving our Risk and Compliance activity, following the appointment of a Chief Risk and Compliance Officer r
eporting into the Director General. Risk & Compliance is responsible for safeguarding the organisation in relation to risks that may derail it from its strategic objectives.
This involves design and implementation of the second line risk and compliance frameworks to support RTÉ in identifying, assessing, mitigating and reporting on these risks through its governance and Board Committees.
Reporting to the Chief Risk and Compliance Officer, we are looking for a Head of Compliance to be responsible for designing and implementing the Compliance Framework and its associated policies and procedures, as well as being a key owner for leading reporting and providing assurance to RTÉ’s Leadership Team and Board demonstrating that it is compliant and is operating within its compliance risk appetite.
About the role:
Lead the design and implementation of the Compliance Framework for RTÉ and ensuring it is right sized for the size, scale and business model of RTÉ
Horizon scanning, analyse and interpret regulatory and legislative developments, and advising the business on their applicability, risk, impact, and necessary responses across a wide range of compliance topics
Support the Chief Risk and Compliance Officer on advising senior stakeholders, including senior management, departmental stakeholders and other external entities, on regulatory and compliance matters
Lead the establishment of the Compliance Forum and any other relevant Committees
Develop, maintain and oversee compliance policies and procedures, ensuring they are fit for purpose and align with both existing and emerging regulatory expectations, while fostering a strong culture of compliance
Manage regulatory interactions, including coordinating responses to departmental, government, regulatory and other requests and leading preparation for regulatory meetings and/or compliance reporting obligations
Support the implementation and ongoing management of RTÉ’s Annual Compliance Programme, working closely with the Chief Risk and Compliance Officer to deliver against the annual compliance plan
Design and execute a robust compliance monitoring and testing programme, assessing the effectiveness of internal controls, validating regulatory alignment, and supporting the business with enhancements where needed
Enable the organisation to meet its objectives in a compliant and customer-centric manner by providing clear, practical, and solutions-focused compliance advice that supports sound decision-making and strengthens the overall control environment
Prepare and report on regular compliance reporting matters, metrics and breaches for senior management and Board reporting
Champion and enhance knowledge of risk and compliance management within the organisation, providing strategic advice, expert assistance, and constructive challenge to senior management
About you:
Proven experience (preferably 7 years) in a similar role within a regulated institution/organisation, preferably in media/telecommunications, with a Bachelor’s degree Law, Business, or related field, and/or Licensed Compliance Officer (LCI) qualifications (or equivalent)
Expertise in developing and managing compliance programs, including monitoring, testing, and assurance, with a track record of guiding cross-functional teams on regulatory matters
Pragmatic, approachable and practical, with the ability to thrive at a transformative time in RTE, demonstrating a high sense of responsibility, autonomy, and attention to detail.
Proactive, fair-minded, and vigilant, with a strong ability to assess facts objectively and identify potential regulatory breaches
Build trusted relationships and collaborate effectively across teams while role modelling the RTÉ values and behaviours

This appointment will be made at the personal contract grade and is being offered on an ongoing full-time contract basis. The salary range is from €115,000 to €125,000 gross per annum.
