Purpose of the Role:
The Controls Officer ensures that operational risk management and compliance standards are maintained / in place within the Bank’s guidelines, procedures and controls, as well as laws and standard practice which are crucial to the Bank’s operations. The incumbent performs independent testing within Technology, Infrastructure & Innovation (TI&I) relating to the management control testing to assist with the management of the assigned unit’s operational risk. The incumbent performs monitoring to ensure compliance to internal controls and procedures is maintained within the unit assigned to support sustainability of a strong, effective control environment.
Key Accountabilities:
Embeds best practices as it relates to the Bank’s risk management policies and procedures to ensure achievement of satisfactory audits and risk management reviews, through continued communication and reminders.
Effectively manages control testing processes and reporting for the assigned unit as outlined in the management controls testing guidelines. Publishes results to (TI&I) management, Country Heads, and Operational Risk within stated deadlines.
Performs independent quarterly and / or ad hoc testing relating to management control testing, and other risk assurance reviews to assist with the management of the unit’s operational risk. Conducts timely and effective sampling for assigned unit(s) to support operating effectiveness, completes quality documentation of results. Engages management to discuss and identify effective action plans to mitigate control breaks identified.
Conducts independent design effectiveness testing to confirm that the controls, as designed, would mitigate the associated risk if performed appropriately. Performs gap analysis and submits recommendations to close gaps identified.
Under the direction of the Associate Director / Manager, ensures compliance to internal controls and procedures within the unit assigned is maintained. Performs root cause analysis in the instance of non-compliance.
Ensures that the implementation of any new (TI&I) initiatives impacting the assigned unit is seamless from a risk and control perspective, in the process reviewing the change and ensuring it is compliant with the risk and control governance framework and associated policy and guidelines with a view to making recommendations for improvement.
Monitors and reviews standard procedures to ensure that proper attention is given to operational controls, and technology / information security / cyber guidelines. Consistently uses the Bank’s established reporting procedures to identify non-compliance areas and documents and execute corrective actions.
Provides timely and accurate responses to governance, control and compliance queries and requests for information from business partners such as Internal Audit, Operational Risk, Regulatory Affairs and Regulatory Compliance and the business units.
Role Requirement Specification
5 -7 years’ experience in banking operations, inclusive of facets of risk and control.
Experience in conducting various types of control tests
Experience in producing high quality output and in delivering high quality work in a fast-paced environment
Experience in report writing and data analysis
High school diploma or equivalent required.
Thorough knowledge of operational risk management policies, compliance and fraud prevention controls, operations procedures, policies and guidelines.
Good knowledge of the management control testing reviews and the required reporting requirements
Strong understanding of the Bank’s governance & control environment including control deficiency management
Strong skills / recognition of risk and control considerations across Operations
Strong skills in time management and managing competing priorities
Well-developed analytical, interpretation and problem-solving skills.
