The OCO is seeking to recruit, on a
fixed term basis, a Finance Officer who will assist the Finance and Compliance Manager in ensuring the efficient running of the finance section and effective compliance with our statutory obligations.
THE ROLEThe OCO invites applications from interested candidates for the position of Finance Officer. The successful candidate will be a member of the OCO Corporate Services Units and will report to the Finance & Compliance Manager.
Key Responsibilities:The successful candidate will be expected to undertake the following principal duties as part of the role of Finance Executive Officer:
Finance- Day-to-day accounting and processing duties using the finance system
- Manage all aspects of accounts payable for the Office
- Manage recording of income and expenditure on the finance system
- Prepare bank account reconciliations and other key account reconciliations
- Perform tax clearance checks and creditor reconciliations
- Assist with fortnightly payroll
- Assist with Revenue returns
- Assist in the preparation of management accounts, budgets and forecasts
- Manage the Fixed Asset Register and the annual count
- Provide support for the End of Year Accounting requirements
- Assist with C&AG audit and internal audits
- Keep policies and procedures related to the role up to date and train staff in changes
Procurement- Assist with management of procurement processes in the OCO with OGP/eTenders and related documentation
- Review procurement documentation - purchase requisition, purchase order
- Maintain the contract register
General- Prepare requested financial reports and respond to queries from OCO colleagues on a variety of accounts and procurement related topics
- Any other duties relevant to the grade which may be assigned
Essential RequirementsCandidates must have:- Accounting Technician or Recognised Accounting qualification or part qualified accountant.
- Where the candidate does not hold these qualifications, an acceptable alternative is qualified by experience, ie a minimum of 3 years’ experience working in a similar role.
- Leaving Certificate
And- A minimum of 2-3 years’ relevant experience in a finance role;
- Excellent interpersonal and management skills;
- Excellent skills around Microsoft products such as Excel, Word, Adobe
- Excellent planning and organisation skills;
- A proven ability to effectively prioritise work to ensure that required tasks are executed in a timely manner and to a high standard;
- Excellent written and oral communication skills;
- Excellent IT skills.
Desirable:- A knowledge of Thrive Accounting or similar accounting system;
- A knowledge of public procurement and contract management;
- Procurement training;
- Experience in the public sector or reporting to the public sector.
The appointment is to an Executive Officer post on a
12 month fixed term contract and is subject to the Civil Service Regulations Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, the Ombudsman for Children Act 2002 and any other Act for the time being in force relating to the Civil or Public Service.
