Role Purpose
The purpose of this role is to support the work of Coimisiún na Meán’s Policy, Research and Strategy division in a range of areas such as:
Developing policy addressing various types of harms and issues across the media landscape, including: the interests of children and vulnerable adults, illegal content, the protection of democracy, fundamental rights, and consumer rights, and online safety and media service codes, rules and guidance;
Developing and reviewing An Coimisiún’s organisational strategy;
Conducting and commissioning reliable, high quality, ethical research to inform our deliberative and policy making processes;
Leading the response to Article 40 of the Digital Services Act ‘vetted researcher data access’, which will involve processing applications for platform data from researchers across the world.
About the Team/Division
The mission of the Policy, Research & Strategy Division is to ensure that Coimisiún na Meán has a deep and evidence-based understanding of how traditional and online media affect the rights, interests, and welfare of individuals, and to ensure these are reflected in the rules that apply to broadcasters and online service providers—and in the way those rules are enforced.
The division brings together regulatory policy, research, and strategic development functions. Its work addresses a broad spectrum of issues across the media landscape, including online safety, illegal harms, the interests of children and vulnerable adults, the protection of democracy and fundamental rights, and the development of codes and regulatory frameworks.
The Research and Strategy team within the division undertakes research to inform all functions of the organisation. It designs and coordinates the processes by which the organisational strategy is developed and implemented and by which strategy implementation is monitored and reported on. The team undertakes research and strategy work in-house, and commissions and oversees third-parties to undertake work, as required.
Key Responsibilities
Assisting in the implementation of work activities and supporting Line Managers and colleagues;
Contributing to and carrying out project work as and when required;
Taking ownership of assigned tasks and prioritising competing tasks to ensure that they are completed on time and to a high standard;
Presenting material (written and oral) in a clear, concise, comprehensive and convincing manner;
Assisting with the management of data and records, and curating library or other information resources;
Carrying out desk-based research on various areas of An Coimisún’s work to support the work of the team;
Analysing and preparing responses to issues, queries, correspondence, etc;
Sharing information, knowledge and experience with colleagues with the purpose of assisting the team and organisation to meet its objectives;
Administrative duties, as required, to support the team.

Essential Criteria
Minimum of 2 years’ demonstrable experience of supporting and developing effective processes and workflows;
Strong interpersonal skills and the ability to work collaboratively in a team;
Proven experience in managing or supporting projects;
Excellent organisational skills and strong attention to detail;
Ability to interpret, analyse and manage a range of information sources;
Strong oral and written communication skills, including report writing and proofreading and the ability to engage clearly, concisely, and with confidence;
Ability to manage various tasks, work under pressure, and meet deadlines;
Proficiency in Microsoft Office applications;
Problem-solving and critical thinking skills.
Desirable Criteria
Previous experience in a related role, including in a research administration, research support, policy development or library and information support role;
Experience in a similar role in the public sector;
Previous experience in a supervisory role;
Fluency in, or a working knowledge of, the Irish language.
Benefits, Package & Pay
This position is offered on a Permanent basis.
Full time, 35 hrs per week
Annual Leave: 23 days per annum
The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office.
