Job Overview

Under the overall direction of the Head of Legal Metrology, the Legal Metrology Inspector shall carry out all duties required to be performed by inspectors under all relevant legislation applicable to the Legal Metrology Services including the Metrology Acts, 1980 - 1998, and Regulations made thereunder.

NSAI Legal Metrology upholds and enforces accuracy and transparency in trade measures by certifying and inspecting measuring instruments used by traders Its main purpose is:

 
  • Inspection of measuring instruments in trade use.
  • Verification of measuring instruments on first use or after repair.
  • Providing a service for EU Verification.
  • The provision of a system of National type approval.

Measuring instruments that come under Legal Metrology include, but are not limited to:
 
  • Fuel pumps for petrol and diesel
  • Retail weighing instruments
  • Home heating oil meters on delivery tankers
  • Weighbridges for vehicles and animals
  • Milk meters on collection tankers
  • Taximeters

Key Tasks and Responsibilities
 
  • In accordance with all relevant legislation applicable to the Legal Metrology Services including the Metrology Act and associated National Regulations, conduct the inspection and market surveillance of measuring instruments used for trade (this will include some work at weekends and/or unsocial hours).
  • Identification and investigation of offences and potential offences under all relevant legislation applicable to the Legal Metrology Services including the Metrology Acts and associated National regulations, the collection, recording and processing of evidence.
  • The compilation and presentation of case files to prosecution level, together with court attendance.
  • Assist the Head of Legal Metrology and the Technical Manager to ensure the effective implementation of the Quality Management System.
  • Maintenance of standards, care and efficient usage of equipment and transport.
  • Maintaining and updating the records of all compliance activity undertaken via NSAI’s software platforms.
  • Advance scheduling and oversight of all inspection and verification activity to ensure delivery of agreed performance targets, increased compliance, and improved consumer confidence.
  • Such other duties as may be assigned to the inspector by or under the authority of the Head of Legal Metrology.
  • Undertake travel to conduct inspections, some of which may be held outside of normal working hours. The use of official company vehicles and private vehicles will be required to support daily inspector activities.
Qualifications and Experience

Essential:
  • Have a minimum of an NFQ Level 7 qualification in a Science or Engineering discipline or equivalent.
  • At least three year’s relevant experience conducting inspections or audits in a testing or regulatory environment.
  • Hold a current and valid full driving licence for category B vehicles with access to a vehicle.
  • A clear understanding of statistical process control and sampling techniques.

Desirable:
  • Have investigatory and/or compliance experience; and have experience of prosecutions.
  • Relevant technical background in the area of science or measurement.

Technical Competencies: 
  • A clear understanding of metrology and a general appreciation of legal metrology.
  • An appreciation of modern measurement technologies and an understanding of the role of measurement in the achievement of quality.
  • Demonstrated IT skills to manage and query the various databases and IT systems used by Legal Metrology.
  • Knowledge of MS Word, MS Excel, Outlook, and PowerPoint
  • Knowledge of ISO 9001 & ISO 17020 Quality Management System documentation and requirements.
  • Knowledge and understanding of conformity assessment to module F, initial verification.
  • The ability to collect, record and present evidence to criminal prosecution standard.
  • The ability to conduct interviews with complainants and suspected or alleged offenders.
