Nursing Bank Manager - Grade VI

Tallaght University Hospital (TUH) is one of Ireland’s largest acute teaching hospitals, adult, psychiatric and age-related healthcare on one site. The Hospital has 450 adult beds with over 4,000 people on staff and more than 60 different nationalities represented. The Hospital is a provider of local, regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit, a regional Urology Centre and the second largest provider of renal dialysis services in the country.  

One of the two main academic teaching hospitals of Trinity College Dublin - TUH specialise in the training and professional development of staff in areas such as Medicine, Nursing, Health and Social Care Professionals. TUH is part of the Dublin Midlands Hospital Group which serves a population of over 1.2 million across seven counties.

PURPOSE OF THE ROLE
To manage the Nursing Bank Service and agency provider contracts in a manner that ensures a high standard of staff replacement and the best value for money for the hospital.

OVERVIEW OF ROLE

Key Duties and Responsibilities
  • Take overall responsibility for the recruitment, interviewing and retention of competent and high quality staff to the bank. 
  • Ensure with Human Resources, that all Bank staff have the appropriate qualifications, registration references, health checks, and Garda clearance and work permits where appropriate.
  • Monitor Induction Training Programme(s) for Bank Staff, ensuring their attendance and completion of mandatory programs.
  • Manage Probation assessments and Performance of staff in the service.
  • Carry out the day to day managerial and operational duties required to ensure the successful running of the service
  • Take overall responsibility for the provision of a competent and high quality administration of the Bank.
  • Ensure the Bank Service is responsive to the needs of the Hospital on a 24 hours basis by regular and effective liaison taking into consideration site-specific issues.
  • Ensure that every effort is made to meet agreed targets of requests for nursing staff supplied by the bank.
  • Ensure efficient systems and procedures for booking staff and effective service provision are in place.
  • Take overall responsibility for information systems and its accuracy, using effective audit trails.
  • Assist in ensuring all agency invoices are processed in accordance with hospital policy.
  • Manage and progress change projects such as the National Agency Framework Agreement and the rollout of Soft recruit to its completion
  • Oversee the timely and accurate payment of staff, ensuring effective audit trails are in place.
  • Practice in accordance with all current statutory provisions and hospital policies

GENERAL ACCOUNTABILITY
  • Maintain throughout the Hospital awareness of the primacy of the patient in relation to all Hospital activities.
  • Encourage recognition of the patient as an individual, ensuring patients’ needs and comfort are given priority.
  • Work within the Scope of Practice
  • Comply with all existing Hospital policies
  • Demonstrate knowledge of the Hospital/Departmental emergency plans
  • Ensure the provision of a high standard of care to the patient and families is consistent with the mission, vision, values and strategic plan of the Hospital.
  • Demonstrate behaviour consistent with the Values of the Hospital.
  • Reporting relationship will be to the Nursing Manpower Manager.
  • Be professionally accountable to the Director of Nursing.

SPECIFIC ACCOUNTABILITY

Leadership
  • In association with any contracted agencies ensure the Bank service is responsive to the needs of the hospital.
  • Lead the Nurse Bank Service Team in the provision of a high quality workforce.
  • Be responsible for a creative recruitment and retention strategy for Bank Staff.
  • Continue to drive change projects in the Nursing Bank area e.g. maintenance of the HSE Agency Framework and our usage of Soft recruit and its phased rollout.
  • Work closely with the Nursing and Finance team regarding our effective use of resources.

Management of Bank Staff
  • Conduct formal meetings and review with Bank staff and relevant Nurse Managers as necessary.
  • Ensure all Bank Staff know and comply with all hospital policies and procedures.
  • Deal efficiently with all complaints promptly and take proactive preventative action in consultation with the Nursing Manpower Manager, or Manager of the Specialty if appropriate.
  • Analyse and provide regular information, reports and data to Senior Nurse Management to ensure there are systems in place for the provision of out of hours cover.
  • Monitor hours worked in excess of policy and refer to Senior Nurse Managers appropriately.
  • Continuously work with key staff within the hospital to identify and implement improved methods and systems which will increase the efficiency of the Bank Service.
  • Ensure that effective safety procedures are in place to ensure Bank Staff comply with the Health, Safety and Welfare at Work Act and with the spirit of the hospital’s mission vision and values.

General Functions
  • Analyse and provide regular information, reports and data to Senior Nurse Management and the Manpower Planning (MAP) Committee.
  • Take personal responsibility for keeping his/her own practice up to date and maintaining competency relevant to the role.
  • Keep the Nursing Manpower Manager informed of the development of the post and the service.
  • Practice in accordance with all current policies and procedures of the hospital.
  • Line management of in-house Bank administrative staff.
  • Manage, train and review the performance of any Nurse Bank Administrative Staff.
  • Ensure any Nurse Bank administration staff attend necessary induction and appropriate training programmes.

QUALIFICATIONS & EXPERIENCE REQUIRED

Must have:
  • Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent
Or
  • Have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher i.e. Fetac Level 5
Or
  • Have satisfactory relevant experience which encompasses demonstrable equivalent skills
And
  • 4 years’ relevant experience which includes administration experience in the Acute Health Sector environment or service related industry
  • Minimum of 1 years Supervisory / Management experience
  • 3rd level qualification in a relevant field
  • Practical experience of use of IT systems / packages
  • Fluent command and understanding of the English language to include spoken and written word
  • A proven exceptional communication and interpersonal skills, both verbal and written
  • Be enthusiastic, energetic, self-motivated and willing to work as part of a team and to lead a team to deliver first class results
  • This role requires an organised and methodical manager with particular attention to detail and continuous improvement mentality
  • Ability to work to tight and competing deadlines
  • Possess strong relationship building skills and be customer and results focused
Desirable:
  • Degree in a relevant field
  • Be registered in the General Division of the active Register held by Nursing and Midwifery Board of Ireland or be entitled to be so registered.
  • Proven experience of working in or alongside Human Resource, Finance and Payroll
Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales, grade code 0574 - Effective 1st October 2023: €53,347 - €65,175 incl. 2 LSI's
Salary scales will be updated in line with nationally agreed pay agreements and will be  updated accordingly and retrospective payments applied as applicable.
  • The appointment is permanent and pensionable.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year.
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
