Network Planning

As part of the Operations, Planning and Innovation (OPI) function, Network Planning (NP) has a growing number of key responsibilities.

Network Planning is primarily responsible for the planning of the transmission to meet the future needs of electricity customers and generators and assessing those needs on an ongoing basis, particularly in respect the compliance of the system with the TSSPS (Transmission System Security and Planning Standards). Where a development need is identified, NP identifies the optimal solution and secure capital approval at the appropriate governance level.

The Role

Recent changes in the introduction of the new Integrated Single Electricity Market has resulted in a new role for Network Planning in defining both the location and size of generation needs for the ongoing operability of the all island transmission grid.

The role is primarily to complete this annual analysis work that is essential to ensure the success of the implementation of the new market and continued security of supply to customers.  

In addition the role will include other departmental work, within the Network Planning team, in the investigation of future transmission network requirements. In particular to:

  1. assess, in detail, the capability of the transmission system to provide for future levels of demand and generation, with respect principally to the requirement of the TSSPS,
  2. identify and analyse the range of potential solutions that will address any identified deficiencies and
  3. based on a comprehensive appraisal of those solution against a range of relevant criteria (particularly technical, economic, environmental and stakeholder), recommend for approval the optimal development proposal

The successful candidate will be capable of working independently and as part of a team. The successful candidate will produce very high quality work, be a strong team player with excellent verbal and written communication skills, which are essential to support the justification of investment decisions internally and externally. The candidate will also contribute to the continuing development of planning methods and the team’s skills base.

Main Responsibilities

  • Participate as part of a cross-functional team to produce annual transmission network analysis reports that the Transmission System Operator is obliged to produce;
  • Perform the detailed network analysis necessary for the identification of transmission network capacity constraints using load flow analysis;
  • Maintain the network models and software required for such analysis;
  • Test and validate the network models as well as the analysis results obtained;
  • Interact and communicate with internal stakeholders to ensure that the results obtained are understood and consistent with the broader company perspective;
  • Interact and communicate with external stakeholders, including Regulatory Authorities and Capacity Market participants;
  • Documentation of activities in line with prevailing processes and procedures, including results reports for internal and external regulatory approval;
  • Participate in the governance process in order to obtain approval of the final Locational Capacity Constraints information for inclusion in the Auction Information Pack.

Knowledge, Skills and Experience

  • Ability to manage tasks and deliverables in a computationally- and data-intensive analysis environment;
  • An ability to comply with the requirements of processes and established procedures and contribute to their ongoing maintenance depending on changes to the broader environment;
  • Strong delivery focus with an ability to meet deadlines;
  • Strong analysis and problem-solving skills;
  • Excellent communication and presentation skills;
  • Strong understanding of the requirements of key stakeholders and market participants in the context of the Capacity Market.


  • Third level qualification or equivalent in electrical engineering with an emphasis on power systems (i.e. heavy current);
  • Five years post qualification experience;
  • Previous relevant experience and demonstrated technical proficiency;
  • PSSE Software experience
  • Highly proficient in coding, particularly in the use of the high-level programming language, Python
  • Excellent verbal and written communications
  • Excellent interpersonal skills
