THE ROLE

The OCO invites applications from interested candidates for the position of Finance and Compliance Officer. The successful candidate will be a member of the OCO Corporate Services Units and will report to the Head of Corporate Governance, Compliance & Services.

Key Responsibilities:

The successful candidate will be expected to undertake the following principal duties as part of the role of Finance & Compliance Officer:
  • Finance
    • General ledger management – income and expenditure
    • Management accounts
    • Budget preparation, projections and monitoring
    • Fixed asset management
    • Preparation of the year-end Financial Statements
    • Liaison with the C&AG and internal auditors for audit purposes
  • Governance, Legal and Compliance
    • Reporting to the Audit and Risk Committee
    • Reporting to DCEDIY and DPER
    • Data protection – acting as DPO for the OCO
  • Procurement
    • Management of procurement processes in the OCO with OGP/eTenders and related documentation
    • Maintenance of contract register
    • Contract management with suppliers
  • External and Internal Audit Management
    • Management of internal audit assignments based on the OCO Internal Audit Plan (2-3 per annum)
    • Management of the annual C&AG Audit
  • Risk Management
    • Implementation of the Risk Management Framework and Risk Policy
    • Preparation and update of the Risk Register
EXPERIENCE AND PERSONAL QUALITIES REQUIRED
Essential Requirements

Candidates must have:
  • A qualification of at least level 8 of the National Framework of Qualifications from a recognised university or other third level institution in Business, Management or a related discipline; or
  • An accountancy qualification from a recognised accountancy body (ACA, ACCA, CIMA, CPA)
And
  • A minimum of 2-3 years’ relevant experience in a similar role;
  • Experience in finance and accounting
  • Experience of risk management and compliance;
  • Sound knowledge of public procurement and contract management;
  • Excellent interpersonal and management skills;
  • Demonstrated people management experience;
  • Excellent planning and organisation skills;
  • A proven ability to effectively prioritise work to ensure that required tasks are executed in a timely manner and to a high standard;
  • Excellent written and oral communication skills;
  • Excellent IT skills.
Desirable:
  • A Corporate Governance Qualification
  • Procurement training
  • Experience in the public sector or reporting to the public sector
