Role Title: Urgent Care Programme Manager

An Urgent Care Task Force has been established by the Chief Operations Officer and the Chief Clinical Officer to undertake a programme of service improvements across all of the urgent care service with a view to embedding optimum operational efficiencies throughout the service. This is in line with the Health & Wellbeing strategy of enhancing our services, growing our footprint and developing our target care model.

Role Purpose
  • Be a central player in moving forward the work of the urgent care task force.   
  • Provide strategic leadership and expertise to the development of Urgent Care service strategies and the design of models of care including analysis of the business viability of ideas, options and solutions with a focus on value for the patient. 
  • Shape and design the business programme to deliver on key operational and strategic initiatives in the urgent care setting. 
  • Ensure that all operational considerations have been identified and appropriately managed to enable successful implementation of new strategies, services and models of care. 
  • Along with the COO & CCO, define the programme plan, resource requirements and any associated budget (with support from the Finance Business Partners). 
  • Manage, track and report against programme plans, reporting progress to relevant committees / groups.  
  • Develop and manage status reports for relevant programmes. 
  • Support the COO & CCO along with Clinical and Operational Leads in urgent care in the production of business cases, PIDs, proposals, design of service and other programme deliverables. 
  • Define benefits and track benefits realisation in line with programmatic approach.  
  • Manage risks and issues across the programme and help to mitigate or escalate to relevant decisions makers to ensure programme remains on track.  
  • Ensure effective governance and project management of projects. 
  • Transition programmatic-based planning and reporting processes into business as usual as appropriate. 
  • Build strong relationships across the organisation to enable delivery of key goals 
  • Utilise a clear communication framework to ensure buy-in and engagement to the workplan.  
  • Lead, direct and support the various programmes of work to effectively implement changes and ensure that appropriate change management principles are adhered to. 
  • Work with people across urgent care and all relevant H&WB functions to enable them to effectively contribute to the plan and to deliver on its objectives. 
  • Produce superior quality, Board-ready documents, reports and presentations.  
  • Ensure alignment of key developmental plans (eg ICT, Quality, HR, Finance etc) with the overall H&WB plan.  
  • Participate as a member of the Integrated Planning and Performance Team  


Education & Experience

Required: 
  • A minimum of 5 years’ experience in a senior operational / general manager role, preferably in a healthcare setting. 
  • Proven experience of delivering in a position with full operational and commercial responsibility. 
  • Project management experience in healthcare operations. 
  • Significant, demonstrable experience working with clinical leaders across multiple specialties. 
  • Demonstrated alignment  to Vhi values
Desirable:
  • 3rd level business or management qualification, ideally at Masters level 
  • Experience of leading/project managing transformation programmes or service improvement.  
  • Quality improvement experience with knowledge in areas such as root cause analysis techniques, quality improvement methods e.g. the model of improvement  
  • Experience in healthcare strategy development and implementation.
